Ontario Biogas Development Package (Phase 1)

OMAFRA has launched a 2 phases Ontario Biogas Systems Financial Assistance Program (OBSFAP) that will help farmers and agri-food businesses develop and build biogas systems. Phase 1 funding will cover up to 70 per cent of the eligible costs of carrying out feasibility, design and planning studies, to a maximum of $35,000. Phase 2 funding will cover up to 40 per cent of eligible construction and implementation costs. The maximum total feasibility and construction cost funding is $400,000 for each biogas system.

Electrigaz is proud to offer its Ontario Biogas Development Package designed to help interested clients with all aspects of biogas project development (see development chart). The table below lists all pre-construction development steps and associated cost eligible for OBSFAP phase 1 funding, offered in this package. Clients interested in this package should:

  • Go to our Biogas Web Calculator to evaluate the project potential. Only projects with a biogas potential of 500,000 m3/year of biogas or more will be considered.
  • Download, fill up the Electrigaz Application form and return the form with payment
  • Electrigaz will return within 2 weeks the OBSFAP Funding Phase 1 application form filled up with all the required development details. The client will need to sign it and send it to OMAFRA
  • Once the client has received the OMAFRA funding approval, Electrigaz will send a service agreement contract before the start of the Feasibility, Design and Planning Study.

Note: If the project does not present economical viability, Electrigaz will NOT carry further project development. The client will be charged only for work performed.

Ontario Biogas Development Steps Details:

Preliminary Evaluation Study  

  • To evaluate if a biogas project is economically viable, the first step is to evaluate the biogas/electricity output potential of the project using Electrigaz Biogas Web Calculator. For the Ontario market make sure that the electricity price entered is 0.12$/kWh. 
  • Biogas projects producing less than 500,000 m3/year of biogas will not be considered further.
  • Fill up Electrigaz Application form and return to Electrigaz with payment. Electrigaz will then prepare all documentation necessary for Pase 1 application.

OBSFAP Funding Application (Phase 1)  

  • Electrigaz can help the client with the funding application procedures. There is no application fee for this program. The $300 fee is to hire Electrigaz to fill up the documentation for you.
  • Electrigaz will fill up the application form with all the details necessary to ensure a proper consideration and will return it to the client to sign and mail to OMAFRA.
  • NOTE: Approved candidates will not received money upfront, the client will be reimbursed for 70% of incured expenses after the client produces paid invoices to OMAFRA.

Feasibility, Design and Planning  

  • Electrigaz will produce a feasibility, design and planning report that will evaluate the economical feasibility of the project and will cover the following critical elements: 
    • Feedstock (off-farm and on-farm) and biogas energy potential
    • Feeding “recipe” for non-standard input material (mass balance)
    • Biogas plant specifications
    • Site Schematic and process flowchart
    • Economical analysis of the project
    • Environmental impact assessment
    • Project development plan
    • Conclusion and recommendations

Municipal and Environmental Permit Applications  

  • Electrigaz will research all government and municipality permits necessary to complete the biogas project and will produce documentation and assist the client in the permit application process.

Electrical Interconnection procedures (IFA, CIA)  

  • Electrigaz will assist its client with the Initial Feasibi lity Assessment (IFA) to be filed with Hydro One
  • After receiving the IFA results, Electrigaz will assist his client by providing a Single Line Diagram and help fill up the Connection Impact Assessment (CIA) and Connection Cost Estimate for Hydro One

RESOP Energy contract with OPA  

  • Electrigaz will assist his client to fill up the application to the Renewable Energy Standard Offer Program (RESOP) and provide all necessary documentation to submit to the OPA.
  • Electrigaz will assist the client with all communication with OPA.

First Engineering  

  • Electrigaz does not perform structural civil engineering, an outside engineering consultant will be required for the geotechnical and structural part of the project. Electrigaz will assist the consultant with its design.

  • Electrigaz will provide technical and economical documents to be submitted to financial institution for project financing.

Obtain Construction Permits  

  • Electrigaz will submit all documentation to the Ministry of Environment and municipality to get construction permits.
